Devlet yönetiminin niteliği gelir eşitsizliğini etkiler mi?

Abstract

Gelir dağılımının bazı ülkelerde diğer ülkelere göre neden daha eşitlikçi olduğu geleneksel olarak makroekonomik değişkenler aracılığıyla açıklanmaya çalışılmaktayken, son dönemlerde devlet yönetimine ilişkin unsurlar da gelir eşitsizliğinin belirleyenleri olarak ele alınmaya başlanmıştır. Bu çalışma, farklı coğrafi bölgelerden ve gelir gruplarından 45 ülke için 2002-2011 dönemini kapsayan bir panel veri setine dayanarak, devlet yönetiminin niteliğinin gelir eşitsizliği üzerindeki etkisini incelemektedir. Devlet yönetiminin niteliği, yolsuzluk, kamu hizmetlerinin kalitesi, siyasi istikrar, özel sektörü teşvik edici uygulamalar ve demokrasiyi temsil eden beş boyutta modele dâhil edilmektedir. Elde edilen bulgular, yolsuzluğun gelir dağılımını bozan en önemli unsur olduğunu ve bu etkinin orta-düşük gelir grubunda yer alan ülkelerde daha kuvvetli olduğunu göstermektedir. Özel sektörü teşvik eden düzenlemeler ve kamu hizmetlerinin kalitesi gelir eşitsizliğini arttıran diğer unsurlar olarak bulunmuştur. Diğer taraftan, demokratik gelişmişliğin ve ekonominin dışa açıklığının gelir eşitsizliğini azaltıcı değişkenler olarak bulunması çalışmadan elde edilen ilgi çekici bulgulardır.
