Türkiye’de mali reformlar sonrası değişen politika oluşturma, planlama, bütçeleme süreci ve orta vadeli harcama sisteminin uygulanabilirliği

Abstract

Çalışmada, öncelikle kamu kaynaklarının etkin kullanımı anlamında kamu mali yönetim sisteminde politika oluşturma, planlama ve bütçelemenin önemi, dünyada kamu mali yönetiminde yaşanan reformlar çerçevesinde orta vadeli harcama yaklaşımı, çok yıllı bütçeleme sistemi ve kamu politikası oluşturmanın reformlar sonrası kavramsal çerçevesi ortaya konmuştur. Ardından, Türkiye’de kamu mali yönetim sistemindeki reformlar bağlamında politika oluşturma, planlama ve bütçeleme sürecindeki değişmeler reform öncesi dönem ve reform sonrası dönem olmak üzere karşılaştırmalı bir çerçevede ele alınmak suretiyle değerlendirilmiştir. Çalışmanın son bölümünde 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu odak nokta olmak üzere Türkiye’de reformların geldiği noktada kamu mali yönetim sisteminde politika oluşturma, planlama ve bütçeleme ilişkisinin etkin işlemesine yönelik mekanizmalar ve kurumsal yapılar uygulama sonuçlarıyla birlikte değerlendirilmiştir. Sonuç bölümünde yeni mekanizmaların ve kurumların etkin işlemesine ve reformlardan geriye dönüş yaşanmamasına yönelik önerilerde bulunulmuştur.
