Türkiye’de altyapı hizmetlerinin özel sektöre gördürülmesi: Neden, ne zaman, nasıl?

Abstract

Altyapı hizmetlerinin gördürülmesinde kamu-özel işbirlikleri son yıllarda dünya genelinde hem hızlı biçimde artmakta hem de yoğun biçimde tartışılmaktadır. Bu çalışmada altyapı yatırımlarının gelişimi ve Türkiye’de altyapı projelerine özel sektör katılımına ilişkin süreçler incelenmektedir. Türkiye’de kamu kaynaklarının yetersizliği nedeniyle, KÖİ yöntemleri alternatif bir finansman tekniği olarak görülmekte ve KÖİ sözleşmelerinin yönetim biçimi ihmal edilmektedir. Bu nedenle projeler geliştirilirken geleneksel tedarikle karşılaştırıldığında kamu KÖİ yönteminin daha iyi sonuç verip vermeyeceği; risklerin nasıl paylaşılacağı; rekabetçi bir ihale sürecinin nasıl tesis edileceği; KÖİ projelerinin nasıl muhasebeleştirileceği gibi konular göz önünde bulundurulmamaktadır. Çalışma, Türkiye’de KÖİ projelerinden beklenen etkinlik kazanımlarını sağlamak amacıyla temel önerilerini özetlemektedir.
