Yerel yönetimlerde politik konjonktür hareketleri: Türkiye’de belediyeler üzerine bir uygulama

Abstract

İşsizlik, milli gelir ve enflasyon gibi makroekonomik değişkenlerde, gelişmiş ve gelişmekte olan ülkelerde yapılan ampirik çalışmalarda, politik konjonktür hareketlerinin - political business cycle - varlığına rastlanmıştır. Diğer bir ifadeyle iktidardaki hükümet yeniden seçilmeyi garantilemek için ya da partizan motiflerle seçim zamanlarında kamu harcamalarını artırmaktadır. Ancak, yakın zamanlarda literatürde yapılan çalışmalara baktığımızda politik konjonktür hareketlerinin yerel seviyede ortaya çıkıp çıkmadığı da araştırma konusu olmuştur. Türkiye’de ise bu alanda yapılan çalışmalar yeni başlamış ve henüz yeterli seviyeye ulaşmamıştır. Bu çalışmada politik konjonktür hareketlerinin yerel seçimler öncesinde karşılaşılabileceğini 67 ilde belediye verilerini kullanarak 1980-2003 yılları için panel GMM ve SUR yöntemiyle test edeceğiz.
