19. Yüzyılda Osmanlı kırsalında ekonomik ve sosyal yapı

Abstract

Temettüat defterleri 19. yüzyıl Osmanlı Sosyal ve İktisadi tarihi üzerine önemli bilgiler içeren kaynaklar durumundadır. İktisadi ve mali sıkıntılara çözüm bulmak amacıyla Tanzimat ile birlikte önemli reformlar gerçekleştirilmiştir. Diğer alanlarda olduğu gibi mali alanda da Avrupa’nın etkisi yeni düzenlemelere yansımıştır. Mali alanda yapılan çalışmaların en kapsamlılarından bir tanesi de temettüat defterleridir. İlk Temettüat sayımları 1840 (1256) yılında yapılmıştır. Ardından Tanzimat’ın uygulandığı tüm yerlerde 1844 (1260) tarihinde hem köy hem kişi sayımları yapılmıştır. 1844 yılı Temettüat defterleri 1845 yılında yapılması düşünülen vergi düzenlemesi ile ilgili olarak ayrıntılı şekilde tutulmuştur. Halkın tüm menkul ve gayrimenkulleri ile birlikte hane reislerinin bir yıllık meslek gelirlerinin tespiti yapılmıştır. Ayrıca söz konusu gelirlere göre alınan vergi miktarları da bu defterlerde yer almaktadır. Bu açıdan aile reislerinin iktisadi imkânlarını tespit ederek, ekonomik gücüne, senelik kazancına göre tarh edilecek verginin düzenlenmesine yönelik olarak bazı doğu eyaletleri dışında Osmanlı Devleti’nin önemli bir kesiminde emlâk, arazi ve hayvan sayımları yapılmıştır. Bu sayımlar nüfus hakkında da önemli bilgilere ulaşmamızı sağlamaktadır. Tahrirler ve sayımlar Osmanlı taşrasıyla ilgili önemli istatistikî bilgiler mahiyetindedir. Başbakanlık Osmanlı Arşivi’nde Temettüat Defterleri (Emlak, Arazi, Hayvanat ve Temettüat), Maliye’den Müdevver Defterler ve Kamil Kepeci tasnifi içinde bu defterler yer almaktadır. Bu defterlerin büyük bir kısmı 1844–1845 (1260–1261) yıllarında yapılan tahrirlere ait bulunmaktadır. Çalışma bu defterlere dayanılarak hazırlanmıştır.
