Türk sigortacılık sektöründe etkinlik ve etkinliği belirleyen faktörler

Abstract

Artan rekabet ortamında firmaların faaliyetlerine devam edebilmeleri, kaynaklarını etkin kullanmalarına ve etkinlik düzeylerini yükseltmeye yönelik çaba ve gayretlerini arttırmalarına bağlıdır. Bu açıdan bakıldığında, firmaların etkinlik düzeyleri ve etkinliği belirleyen faktörlerin ampirik olarak belirlenmesi, sektörde etkinliği arttırmaya yönelik politikaların oluşturulmasında özel öneme sahiptir. Bu çalışmada, ilk aşamada, Türk sigortacılık sektöründe faaliyet gösteren firmaların etkinlik düzeyleri 2002-2004 dönemi için Veri Zarflama Analizi (VZA) yardımıyla belirlenmiş ve daha sonra firmalar arası etkinlik farklılıklarının nedenleri Tobit model yardımıyla ortaya konulmaya çalışılmıştır. Çalışmanın bulguları, firmaların önemli bir bölümünün kaynaklarını etkinsiz kullandıklarını göstermektedir. Firmaların beşeri sermaye yatırımlarını ve büyüklüklerini arttırmaları, yönetim yapılarını daha şeffaf hale getirmeleri ve ayrıca kaza dışı branşlarda uzmanlaşmalarını arttırmalarının firmalar arası etkinlik farklılıklarının azaltılmasında önemli rol oynayacağı Tobit modeli sonuçlarından görülmektedir.
