Türkiye’de belediye harcama ve gelirlerinin illerin yakınsamasına etkisi

Abstract

Bu çalışmada belediye harcama ve gelirlerinin iller arasında yakınsamayı nasıl etkilediği araştırılmıştır. Belediyeler büyükşehir ve normal il belediyeleri olarak iki kategoriye ayrılarak analiz edilmiştir. Sigma yakınsamayı ölçmek için değişim katsayısı kullanılmıştır. Bu yakınsama kriterine göre iller arasında bir yakınsama gözlenmemektedir. Normal belediyelerde zayıf da olsa bir ıraksama ve büyükşehir belediyelerinde ise zayıf da olsa bir yakınsama gözlenmektedir. Türkiye genelinde ve ayrı ayrı iki kategoride de iller arasında mutlak yakınsama oluşmamaktadır. Ancak yerel mali değişkeni (toplam belediye harcamalarını) regresyona dahil ettiğimizde Türkiye genelinde ve normal belediyelerin olduğu iller arasında bir ıraksamaya neden olduğu sonucuna ulaştık. Bu çalışmada, yerel mali politika değişkenlerinin hem normal il belediyeleri hem de büyükşehir belediyelerinin olduğu iller arasında koşullu beta yakınsamasına neden olmadığını bulduk. Kişi başına toplam belediye harcamalarını regresyona dahil ettiğimizde, normal belediyelerin olduğu iller arasında ise ıraksama oluşmaktadır.
