Türkiye ekonomisinde büyüme ve sektörel üretkenlik analizleri: Bölgesel karşılaştırmalar 1980-2000

Abstract

Türkiye ekonomisi 1980 sonrası dönemde, ithal ikamesine dayalı planlı sanayileşme modelini terk ederek, ihracat önderliğinde gelişme tezi çerçevesinde liberalleşme ve dünya ekonomisi ile bütünleşme programları uygulamıştır. Yapılan reformların bölgelerin imalat sanayi üretkenliğini etkilemesi doğaldır. Bu etkilerin ortaya konması gelecekte bu bölgelerde büyümenin korunması ve sürdürülmesi açısından son derece önemlidir. Bu çalışma, bölgeler itibariyle imalat sanayiinde sektörlerin emek üretkenliğini karşılaştırmakta ve üretkenlik farklılıklarının olası nedenlerini araştırmaktadır. Karşılaştırma ve değerlendirmeler 1980-2000 dönemine ilişkin 21 yıllık verilerle ve imalat sanayiinin iki haneli ISIC (revize 2) alt-sektörleri ve İstatistiksel Bölge Birimleri Sınıflaması (NUTS, düzey 1) çerçevesinde yapılmaktadır. Elde edilen bulgular, bölgeler arası emek üretkenliğinin hem alt-sektörler hem de imalat sanayi sektörü genelinde olağanüstü farklılıklara işaret etmektedir. Bu farklılıkların olası nedenleri araştırıldığında, bölgeler arası sermaye yoğunluğundaki farklılıkların temel açıklayıcı olduğu anlaşılmaktadır. Emek üretkenliği farklılıklarının diğer kaynakları arasında bölgelerin yapısal özellikleri ve teknolojik farklılıklar sayılabilir. Kısaca, emek üretkenliği farklılıklarının önemli bir bölümünü sermaye yoğunluğu ve yapısal değişimin açıklayabildiğini söyleyebiliriz.
