Finansal Birikim Modelinin “Pornografik” Özü, Boyutları Ve Sonuçları: Türkiye Örneği

Abstract

Pornografi k özün anlamı ve fi nansal birikim modelinin pornografik içeriği, modelin temel özellikleri ve etkileri incelenerek açıklanmaktadır.Bu bağlamda fi nansal birikim modelini fi nansal entegrasyonu da kapsayan serbestleşme/ küreselleşme sürecinin oluşturduğu belirlenmektedir. Dış fi nansal serbestleşmenin sermaye girişleri aracılığıyla ekonomik büyüme üzerinde uyarıcı etkiler yarattığı yönünde ileri sürülen teorik argümanlarınn tersine, sermaye akımlarının gelişmekte olan ülkelerde istikrarsız büyüme sürecini başlattığı ve fi nansal krizlere yol açtığı tespiti yapılmaktadır. İstikrarsızlığın ve krizlerin fi nansal serbestleşme ile olan bağlantısı, fi nansal birikim modeline başvurularak kurulmaktadır. Türkiye örneğinde fi nansal birikim modelinin mekanizmaları ve özellikle kamu maliyesinin birikim modelindeki işlevi incelenmektedir. Bu bağlamda kamu maliyesi/ devlet bütçesinin fi nansal serbestleşmenin etkisiyle deformasyona uğradığı ve serbestleşmeye tutsak olduğu, kamu maliyesindeki giderek artan dengesizliğin devletin mali kriziyle örtüştüğü ve krizden çıkış yönünde uygulanan politikaların da, esas olarak borcun döndürülmesi ve borç yönetimi sorunsalıyla özdeşleşmesine bağlı olarak, kamu maliyesinde odaklandığı sonucuna ulaşılmaktadır
