THE EVOLUTION OF ROMANIA’ s LABOR MARKET UNDER THE REQUIREMENT TO ALIGN WITH EUROPEAN DIRECTIVES ON OCCUPATIONAL STANDARDS AND LEVEL 1 QUALIFICATIONS

Abstract

The present paper highlights the main structural changes in the Romanian labour market from the perspective of human capital, the level of initial training and qualification, as well as the degree of adaptation of the systems from SPO (Public Employment Service) and ANC (National Qualifications Agency) to the European standardization requirements ISCO and the construction of a common labour market for all Member States. Against this background, Romania has adopted a series of legislative changes aimed at aligning the national Occupational Standards system with the European one, which will be implemented at the end of 2024, including the elimination of around 700 standards from COR and the development of standards for level 1 training introduced in 2020 for individuals with a low level of initial education. Likewise, adapting to the European requirements in education and vocational training also involves the introduction of digitalization in training and employment processes
