The Consequences Of The Russian-Ukrainian Conflict On Global Value Chains (Gvc) In The European Agricultural Sector

Abstract

The Russian-Ukrainian conflict caused a series of disruptive effects on global value chains (GVC) due to numerous blockages in cross-border trade and transport, but also due to rising energy prices amid the sanctions imposed to the Russian Federation. This paper aims to explore, through a quantitative analysis, the implications of this regional conflict on the global value chains in the European agricultural sector. The research objective aims to highlight the impact on both agricultural production and European farmers, while underlying how the Common Agricultural Policy (CAP) responded to this exogenous crisis. The research methodology encompasses a literature review synthesis and the analysis of selected indicators regarding agricultural production and support measures for farmers based on data published by the DG Agriculture & Rural Development. The limitations of the current research are related to the fact that, under the conditions of long-term maintenance of the Russian-Ukrainian conflict, new sanctions may be adopted by the EU with significant consequences for global value chains (LGV). The practical implications of the present research aim at synthesizing recommendations (in the conclusions section) for decision-makers to limit the negative effects of the Russian-Ukrainian conflict on the agricultural sector.
