“Greening” The Common Agricultural Policy: Lessons Learned And Future Challenges For The 2023-2027 Financial Framework

Abstract

The Common Agricultural Policy (CAP) has gone through a series of reforms in recent years to transform itself from a tool for direct support of agricultural production to a promoter of sustainable rural development and ecological agriculture at EU level. This reorientation towards sustainable rural development objectives - the so-called "greening" process of CAP - has become a key objective for this European policy in the period 2023-2027. In this context, our research highlights, through a quantitative analysis, how the rural development objectives were financed in the previous financial framework of the CAP, especially through climate and the environment actions. The purpose of this analysis is to synthesize "best practice lessons" that could prove useful in the new financial framework for the period 2023-2027. We will also present the role of a new tool - the CAP Strategic Plan - in supporting sustainable rural development, using for this purpose a series of case studies based on already approved plans of the Member States.
