A 10-Point Plan Of Iea To Reduce The European Union’S Reliance On Russian Natural Gas

Abstract

The 10 measures proposed by the IEA in the light of the effects of the war in Ukraine target the gas supply, the power sector, end-use sectors and cross-cutting and for every measure is highlighted its potential impact. The measures are aimed at replacing the Russian supplies with gas from other sources, increasing the storage obligations, accelerating the development of renewables, using low emissions sources, like bioenergy and nuclear, protecting vulnerable electricity consumers, replacing gas boilers with heat pumps, improving energy efficiency in buildings and industry, using a thermostat by consumers, diversifying and decarbonizing sources of power system flexibility. Gas-to-coal switching,gas-to-liquid fuels switching, oil-fired generation could displace large volumes of gas and contribute to lowering gas imports from Russia. All these measures could result in a total annual reduction of EU imports of gas from Russia of more than 80 bcm.
