The Role Of Direct Payments For The Achievement Of „Green Deal” Objectives

Abstract

The Common Agricultural Policy (CAP) benefits in the current Multiannual FinancialFramework from the largest funding from the Community budget, and is also the most reformed of the common policies. In 2020 was launched the Next Generation EU financing instrument for post-crisis economic recovery after the COVID-19 crisis. Through this financial instrument, the CAP has benefited from a significant increase in funding for rural development, but also from the flexibility of regulations on direct payments to support European farmers affected by the COVID-19 crisis. This article examines the impact of these new regulations on the evolution of direct payments, as well as how they can contribute to achieving the key objectives of the “European Green Deal”. In order to achieve this objective, we will highlight the changes brought of the latest regulations adopted while using also a comparative analysis of the evolution of spending through direct payments in EU based on the latest statistics from the DG Agriculture & Rural Development.
