Convergencias y Divergencias en la Integración Sudamericana - Observatorio de Política

Abstract

En este trabajo se realiza un análisis de la evolución reciente de la integración sudamericana, y se identifican las diferentes estrategias implementadas. Se trata de distinguir entre los aspectos conflictivos y aquellos donde es posible encontrar espacios de convergencia y complementariedad. Se distinguen dos niveles de la integración: el sub-regional (CAN y MERCOSUR) y el plurilateral (ALADI, CASA y ALBA). Cada uno tiene requerimientos diferentes y aspiran a alcanzar objetivos distintos. Los primeros son más profundos mientras que los plurilaterales tienen una agenda dispersa y compromisos más laxos. Se identificaron cuatro ejes para ordenar las propuestas: convergencia de los acuerdos suscriptos, integración en infraestructura y desarrollo de bienes públicos regionales, asimetrías y convergencia estructural, y asuntos institucionales. Se observa que los países sistemáticamente se han apartado de una premisa fundamental: creer en lo que acuerdan y acordar en lo que creen. / This paper analyses the recent evolution of economic integration in South America, identifying the heterogeneous strategies that have been implemented. The analysis distinguished between issues that are a potential source for conflict, and issues where there exists a wider scope for achieving common objectives. Two levels of integration are considered: sub-regional (CAN and MERCOSUR) and multilateral (ALADI, CASA, ALABA). Each of these two types has different requirements as well as different aims. While the former involves deeper compromises, multilateral agreements have a more disperse agenda with less strict clauses. The different proposals are analysed from four perspectives: convergence of the agreements, integration in infrastructure and the development of regional goods, asymmetries and convergence, and institutional issues. The main conclusion is that countries involved in the integration process are far from fulfilling with a fundamental premise: to believe in what they agree and to agree in what they believe.
