¿Es sostenible la situación fiscal de las Provincias Argentinas?

Abstract

En el trabajo se analiza, a través de indicadores sencillos, la solidez de las finanzas provinciales desde mediados de la década pasada. Se trata tambien de determinar si las acciones de política económica encaradas recientemente desde el Gobierno Nacional han contribuido a tornar en sostenible la situación fiscal provincial. Primero se revisan sucintamente conceptos teóricos relacionados con los procesos de descentralización fiscal (función de estabilización, consistencia con objetivos macro nacionales), haciendo énfasis en posibles efectos macroeconómicos. Luego se discute la solvencia y sostenibilidad de la política fiscal del sector público, con especial consideración al desarrollo de indicadores válidos para su evaluación. El análisis de la sostenibilidad de las finanzas provinciales a partir de los indicadores propuestos, procura estimar la suficiencia o no de las medidas tomadas desde mediados del año 2002. Se presentan conclusiones y se revisan algunos de los desafíos futuros del Federalismo Fiscal en Argentina. / The strength of provincial finances in Argentina since the mid nineties is analyzed using simple indicators. Also, the effect of recent national government policies in enhancing the sustainability of provincial financial stance is discussed. First, theoretical concepts related with fiscal decentralization are reviewed (stabilization function, consistency with national objectives at the macro level) emphasizing macroeconomic effects. The solvency and sustainability of fiscal policy are examined; indicators adequated to this discussion are proposed and used for the evaluation of policies after 2002. Future challenges of Fiscal Federalism in Argentina are discussed.
