Efectos distributivos del gasto público social en Argentina, con énfasis en educación y salud

Abstract

El presente trabajo analiza la incidencia distributiva del Gasto Público y Social en Argentina empleando el enfoque de la incidencia de los beneficios del gasto. El análisis muestra que todos los rubros del gasto son progresivos, vale decir que su distribuciónes más equitativa que la distribución del ingreso, y por ende tienden a mejorarla. Un análisis de la distribución de los niveles educativos muestra que lo mismo sucede con los distintos niveles del gasto en educación. A su vez, considerando diferentes estructuras tributarias, se observa que el Gasto Público Social mejora la distribución del ingreso en Argentina, aún cuando se considere la posibilidad de que se verifique una estructura tributaria regresiva. Esto es así puesto que tanto bajo una estructura tributaria proporcional como una estructura tributaria regresiva, la intervención del Estado aumenta la equidad en la distribución del ingreso, aunque el efecto es menor si el Estado se financia mediante impuestos regresivos. / This paper analyzes the distributive incidence of Public and Social Expenditure in Argentina, using the approach of the incidence of the benefits of spending. The analysis shows that all expenditure items are progressive, that is, their distribution is more equitable than the distribution of income, and therefore tend to improve it. An analysis of the distribution of educational levels shows that the same thing happens with the different levels of education spending. At the same time, considering different tax structures, it is observed that Social Public Expenditure improves the distribution of income in Argentina, even when the possibility of verifying a regressive tax structure is considered. This is so because both under a proportional tax structure and a regressive tax structure, State intervention increases equity in the distribution of income, although the effect is less if the State is financed by regressive taxes.
