Una aproximación a los posibles efectos de la estabilidad presupuestaria sobre el gasto municipal de capital

Abstract

La presente investigación analiza el posible efecto que sobre la inversión de los municipios españoles tendrá la normativa de estabilidad presupuestaria. En especial, dos son las cuestiones que pretendemos abordar. Primero, revisar la situación y evolución de los gastos de capital y de sus distintas fuentes de financiación. La segunda finalidad consiste en estimar un modelo econométrico para los gastos de capital, que incorpore las distintas fuentes de financiación de los proyectos de inversión y un conjunto de variables de control. La evidencia empírica parece confirmar que la exigencia de estabilidad presupuestaria motivará cierto retroceso del gasto de capital municipal.
