Abstract

Reformasi keuangan di Asia pada awal 1980an ternyata hanya memberikan peningkatan kwantitas bagi lembaga-lembaga keuangan dan� kwantitas aliran modal yang masuk, sedangkan kwalitas lembaga-lembaga keuangan Asia tidak meningkat. sehingga efisiensi dan stabilitas dari perbankan tidak pernah terealisir. Kelemahan kwalitas perbankan di Asia dipengaruhi oleh penerapan suku bunga yang gagal sebagai alat indirect screening mechanism. Selain dari pada itu, penerapan suku bunga berdampak negatif dalam manajemen moneter. yang pada gilirannya mengakibatkan kegagalan pencapaian tujuan-tujuan pembangunan ekonomi suatu negara. Oleh karena itu, manajemen moneter alternatif yang tidak bertumpu pada suku bunga perlu dipersiapkan, karena hal tersebut dapat me-minimisasi pemanfaatan aggregate money demand untuk kegiatan-kegiatan yang non-produktif dan spekulatif.
