Present-Day State of Development of the Ukraine's Financial Potential

Abstract

The purpose of the article is to assess the financial potential of Ukraine in the period of 2007-2016 and determine the priority directions of ensuring economic growth and national security in the financial sphere. The research of financial potential is based on the perception of the latter as a combination of the following components: financial potential of public administration and local government, financial potential of enterprises and financial potential of the population. The analysis of the budget potential of Ukraine was carried out, the dynamics of extrabudgetary funds' revenues and the structure of the gold and foreign exchange reserves of the National Bank of Ukraine were estimated. It was revealed that in general, the financial potential of public administration and local self-government bodies for the analyzed period increased by 2.9 times. Its key components were the consolidated budget and gold and currency reserves, the share of which in this component of the financial potential over the past 10 years was approximately 80-90 % and continues to grow. According to the results of the analysis of the financial potential of enterprises, its formation was mainly due to external sources, in particular at the expense of loans received from financial institutions. The financial potential of the population has the smallest share in the structure of the financial potential of the state.
