Berufliche Weiterbildung als öffentliche Aufgabe

Abstract

"Zum Thema lassen sich unterschiedliche Zugänge wählen. Hier geht es um die kritische Diskussion des 'Warum' und 'Wie' beruflicher Weiterbildung in öffentlicher Verantwortung. Drei einfache Grundgedanken strukturieren diese Darstellung: (1) Berufliche Weiterbildung als gesellschaftliche zunehmend wichtige Aufgabe muß nicht gleichzeitig eine zunehmend wichtige öffentliche Aufgabe sein, und wenn doch, dann muß öffentliche Verantwortung nicht notwendigerweise die Einordnung in die Staatsverwaltung bedeuten. (2) Der Weiterbildungsmarkt ist kein vollkommener Markt im Sinne der ökonomischen Theorie. Darin und in der Gewährleistung von Chancengleichheit des Bildungszugangs liegen die Hauptgründe für öffentliche Finanzierung und Gestaltung beruflicher Weiterbildung. (3) Öffentliches Handeln in der Weiterbildung hat analoge Effizienz- und Verteilungsprobleme zu lösen, wie sie bei marktlicher Koordination zu beobachten sind. Folgerungen daraus werden zur Diskussion gestellt und angeregt. Entscheidungsalternativen werden benannt. Auf konkrete Gestaltungsvorschläge wird angesichts der Weite des Feldes und des Diskussionsstandes bewußt verzichtet." (Autorenreferat, IAB-Doku)
