Abstract

"Die Fragestellung des Beitrages ist zunächst darauf ausgerichtet, wer mit welchem Effekt auf den Einsatz von Arbeitsbeschaffungsmaßnahmen einwirkt (Teil2). Dies impliziert, daß unter Regulierung - oder Steuerung - ein Prozeß verstanden wird, an dem unterschiedliche Politikebenen und Akteure beteiligt sind. Im weiteren wird anhand von acht ausgewählten Arbeitsamtsbezirken darauf eingegangen, wie unterschiedlich sich der Einsatz von ABM zeitlich entwickelt hat, welche Personengruppen an ABM partizipiert haben und in welchen Tätigkeitsfeldern ABM eingesetzt wurden, welche Träger sich an der Durchführung von ABM jeweils beteiligt haben (Teil 3). Schließlich wird untersucht, welche Bedeutung dem Verhalten von Kommunen als arbeitsmarktpolitischen Akteuren zukommt (Teil 4. Begonnen wird mit einer Betrachtung der potentiellen Effekte, die über ABM erzielt werden können." (Autorenreferat)
