Arbeitsmarktpolitische Maßnahmen : Entlastungswirkung und Kostenvergleiche

Abstract

Im Zusammenhang mit der Vorausschätzung der globalen Arbeitsmarktentwicklung für 1985 wurden auch die Kosten arbeitsmarktpolitischer Maßnahmen im Vergleich mit den Kosten der Arbeitslosigkeit untersucht. Es ergaben sich folgende Befunde: "In gesamtfiskalischer Betrachtung kostete jeder Arbeitslose 1984 rd. 24 000 DM pro Jahr. Selbst wenn nur die unmittelbaren Entlastungswirkungen einbezogen werden, finanzieren sich die Kosten für Arbeitsbeschaffungsmaßnahmen bereits zu 71% durch Minderausgaben und Mehreinnahmen, bei Einbeziehung auch der mittelbaren Wirkung beträgt diese Quote etwa 96%. Bei der Förderung von Vollzeitmaßnahmen zur beruflichen Bildung beträgt in gleicher Perspektive die Selbstfinanzierungsquote 73%. Bei beiden Rechnungen sind längerfristige Wirkungen (Erhöhung der durchschnittlichen Qualifikation des Arbeitskräftepotentials, Verbesserung der Infrastruktur, Verminderung langfristiger Soziallasten) noch gar nicht berücksichtigt."
