Zur Dauer der Arbeitslosigkeit

Abstract

"Die Risiken am Arbeitsmarkt werden unterschieden in ein Risiko, arbeitslos zu werden (Zugangsrisiko) und - bei einmal eingetretener Arbeitslosigkeit - in das Risiko, besonders lange arbeitslos zu bleiben (Verbleibrisiko). Bestimmte Personengruppen unter den Arbeitslosen haben eine überdurchschnittlich lange Arbeitslosigkeitsdauer zu bewältigen. Gelingt es, diese Personen schon zu Beginn der Arbeitslosigkeit zu identifizieren und geeignete arbeitsmarktpolitische Instrumente prophylaktisch einzusetzen, würde eine langdauernde Arbeitslosigkeit mit ihren finanziellen und psychosozialen Folgen oft gar nicht entstehen. In dem Aufsatz wird gezeigt, welche Merkmale und z.T. auch Merkmalskombinationen zu unterschiedlichen Verweilzeiten in der Arbeitslosigkeit führen. Dabei wird - im Gegensatz zu der bislang bekannten Arbeitslosigkeitsdauer bis zum Stichtag der Erhebung - die abgeschlossene Dauer der Arbeitslosigkeit, die Dauer also bis zur Beendigung der Arbeitslosigkeit, betrachtet."
