Zur durchschnittlichen Dauer der Arbeitslosigkeit

Abstract

"Die durchschnittliche Dauer der Arbeitslosigkeit ließ sich bisher nur aus den jährlich an einem oder zwei Stichtagen durchgeführten Strukturerhebungen der BA ermitteln. Die so berechneten Werte können jedoch zu Fehlinterpretationen führen, weil ++ an den Stichtagen nur die bis dahin erlebte Dauer der Arbeits losigkeit festgestellt und nicht die weitere Arbeitslosigkeits dauer nach den Stichtagen berücksichtigt wird ++ der Arbeitslosenbestand an Stichtagen eine sogenannte Be standsmasse darstellt, in der Personen mit relativ langer Verweildauer generell überrepräsentiert sind ++ sonstige typische Stichtagseffekte auftreten können. Um diese Einflüsse zu vermeiden, wurde die durchschnittliche Dauer der Arbeitslosigkeit für alle Arbeitslosen, die innerhalb eines Jahres aus der Statistik abgegangen sind, und für alle innerhalb eines Jahres registrierten Arbeitslosen bestimmt. Dabei zeigte sich, daß die so gewonnenen Werte für die durchschnittliche Dauer der Arbeitslosigkeit in der Regel erheblich kleiner sind als die entsprechenden Werte aus den Strukturerhebungen. Die Untersuchung wurde im IAB durchgeführt." (Autorenreferat)
