Der Arbeitsmarkt als System von Angebot und Nachfrage

Abstract

"Über die materiellen und arithmetischen Zusammenhänge zwischen verschiedenen Arbeitsmarktkomponenten bestehen vielfach nur fragmentarische Vorstellungen. Komplette Diagnosemodelle und Projektionssysteme werden kaum verwendet. Statt dessen wird eine Inflation von Einzelbefunden und -behauptungen über zweipolige Relationen (etwa zwischen Ausländerbeschäftigung und Produktivität, zwischen Bildungsintensität und Arbeitsvolumen usf.) zur Grundlage politisch-instrumenteller oder auch normativer Erörterungen erhoben. Die Folge ist eine erhebliche Verwirrung des Meinungsmarktes. Die folgende Darstellung versucht, die politisch relevanten Gestaltungsgrößen für den Arbeitsmarkt in ein System arithmetischer Beziehungen einzubetten, das auch als Regelmechanismus verstanden werden kann. Damit wird ein Teilaspekt der Modellproblematik behandelt, ein Teilmodell entworfen: Der Arbeitsmarkt ist tatsächlich ein System sozialer, ökonomischer und technischer Beziehungen."
