Abstract

Η παρούσα μελέτη αποτελεί μια καινοτόμα προσέγγιση των εργαλείων περιφερειακής ανάπτυξης που έχουν συμπεριληφθεί στο Εθνικό Στρατηγικό Πλαίσιο Αναφοράς 2007-2013, καθώς προσπαθεί να αναδείξει το θεωρητικό υπόβαθρο - όπως αυτό οριοθετείται από την επιστήμη της περιφερειακής ανάπτυξης - το οποίο αξιοποιήθηκε άμεσα ή εμπειρικά για την συγκρότηση του ΕΣΠΑ ως συνολικού στρατηγικού σχεδίου για την υλοποίηση της περιφερειακής πολιτικής. Για το λόγο αυτό καταγράφει τις θεωρητικές προσεγγίσεις που έχουν διατυπωθεί ως σήμερα στο χώρο της επιστήμης και τις κατατάξεις των εργαλείων περιφερειακής ανάπτυξης που μέχρι σήμερα έχουν αξιοποιηθεί και στη συνέχεια εξετάζει την ένταξη των εργαλείων που περιλαμβάνονται στο ΕΣΠΑ, υπό το πρίσμα αυτών των θεωρητικών προσεγγίσεων και κατατάξεων. Στη μελέτη έχουν συμπεριληφθεί όλα τα τομεακά και τα επιχειρησιακά προγράμματα που περιέχει το ΕΣΠΑ. Το βασικό ζητούμενο είναι η «κωδικοποιημένη» αποτύπωση των εργαλείων άσκησης περιφερειακής πολιτικής, σύμφωνα με τα θεωρητικά διδάγματα και τις επιστημονικά τεκμηριωμένες κατηγοριοποιήσεις τέτοιων εργαλείων που έχουν αναπτυχθεί μέχρι σήμερα. Η προσέγγιση αυτή επιτρέπει μια προσέγγιση του ΕΣΠΑ πιο θεωρητική από τις συνήθεις πολιτικό-οικονομικές αναλύσεις που συνοδεύουν τέτοια προγραμματικά κείμενα.
