Αναδυομενεσ Περιφερειεσ Αυτοδιαθεσησ

Abstract

Το παρόν άρθρο πραγματεύεται ένα αναδυόμενο μοντέλο αυτοδιάθεσης περιφερειών διαμέσου του Ευρωπαικού υφιστάμενου θεσμού. Πρόκειται για μία μεταμόρφωση της Ευρωπαικής Ένωσης των Κρατών σε μία Ευρώπη των Περιφερειών. Η ανερχόμενη διαδικασία αυτονόμησης εδαφικών μειονοτήτων καταδεικνύει την αναγκαιότητα αναδιάρθρωσης της καθεστηκυίας σύστασης και σχέσης Κρατών – περιφερειών και την δημιουργία ανάπτυξης ενός ασύμμετρου μοντέλου με γεωμετρικές μεταβλητές. Εν προκειμένω, το πολυδιάστατο ευρωπαικό διακύβευμα σε συνάρτηση με τις εδαφικές διεκδικήσεις οδηγεί αναπόφευκτα σε μία ανακατάταξη στο εσωτερικό του εκάστοτε Κράτους ούτως ώστε να συμπεριληφθούν μοντέλα είτε αυτοδιάθεσης είτε ακόμη και ολοκληρωτικής εδαφικής απόσχισης. Η ανάδυση αυτής της εδαφικής/περιφερειακής πολιτικής αυτονόμησης ξεπερνά τις θεωρίες του κλασσικού ρεζιοναλισμού. Αντιθέτως, προκύπτει από μία πολυσύνθετη πολιτική διαδικασία που διανύει μία περίοδο εντροπίας ένεκα της επικρατούσας άναρχης κατάστασης στο πυρήνα της Ευρωπαικής ένωσης. Η εξέλιξη της έννοιας των περιφερειακών συνόρων παραπέμπει σε μία μεταμοντέρνα αντίληψη ενός ασύμμετρου μοντέλου η οποία εκφράζεται μέσω της περιφερειακής συνείδησης που θα μπορούσε κάλλιστα να μετατραπεί σε μία πολιτική ιδεολογία και δη να οδηγήσει στην δημιουργία ενός αυτόνομου Κράτους.
