Abstract

Les revoltes arabes de 2011 resultent de la conjonction de deux facteurs : un rejet des pouvoirs en place et une exigence de redistribution economique. La ou les revoltes ont abouti la jeunesse urbaine a cede la place aux islamistes qui peuvent s’appuyer sur une forte identite mais doivent aussi faire face a une surenchere fondamentaliste. Les Occidentaux ne sont pas directement menaces, sauf par le terrorisme; en revanche l’instabilite dans la region du sud et de l’est de la Mediterranee represente un facteur de risque important. Aborder la question sous l’angle des defis permet de voir qu’une veritable politique ne pourra aboutir que si elle repose sur une approche globale, avec un volant economique. Les differences de situation que l’on peut observer ne sont que des differences de degre, qu’il s’agisse des pays connaissant ou ayant connu une guerre civile : la Syrie ou la Libye ; de pays qui ont fait la revolution : Tunisie et Egypte ; de pays qui ont echappe a la revolution : Maroc et Jordanie.
