Abstract

Der politische Wirkungsgrad multilateraler Finanzhilfe wird ma▀geblich durch die Zahlungsbereitschaft der finanzierenden Lõnder bestimmt. Diese hõngt auch vom R³ckzahlungsverhalten der Empfõngerlõnder ab. Durch die Interaktion dreier Partien (Geberlõnder, Fianzinstitut und Empfõngerlõnder) entstehen somit im Worst-Case kompetitive Spielsituationen. Mit Blick auf das politische Verlangen nach verschõrfter Kontrolle und auf die Wahrung wirtschaftspolitischer Souverõnitõt der Empfõngerlõnder zeigt sich ein diametraler Interessengegensatz. Vor diesem Hintergrund behandelt der Beitrag die Wirkungsweise von Kontrollrechten, die das Souverõnitõtsverlangen der Empfõngerlõnder br³cksichtigen und zugleich das Potential bergen, da▀ Situationen nicht in Konfliktspiele m³nden, bei denen Interessengegensõtze die Vereinbarung zweckdienlicher Arrangements verhindern.
