Die Messung indirekter Kosten in ÷konomischer Evaluationsstudien am Beispiel krankheitsbedingter Produktivitõtsverluste

Abstract

Im Rahmen von Kosten-Nutzen-Analysen, die in vielen Bereichen der Wirtschaft (z.B. Verkehrs- und Gesundheitswesen) unternommen werden, ist die Messung indirekter Kosten, die durch das evaluierte Vorhaben entstehen oder vermieden werden, von gro▀er Bedeutung. Dabei wird vor allem der Haumankapitalansatz eingesetzt, der aber hõufig aufgrund seiner methodischen und ethsichen Schwõchen angegriffen wird. In der Arbeit werden diese Argumente einer kritischen Pr³fung unterzogen und ein neuer Ansatz der auf der Humankapitalmethode aufbaut, vorgestellt: Der Friktionskostenansatz. Bei dieser Methode wird nur die Dauer der durchschnittlichen Friktionszeit f³r die Bewertung indirketer Kosten in Ansatz gebracht und so das Problem von der ▄berbewertung krankheitsbedingter Abwesenheit vom Arbeitsplatz gemindert.
