Abstract

The accepted standard for dealing with changes in mortality in costbenefit analyses has been to estimate the value of a statistical life. However, when valuing premature mortality caused by a permanent change in air pollution it has been suggested to value a gain in life expectancy instead and these values should then be aggregated into the value of a life year. Theoretical and empirical research in this area is, however, scarce.
