Produktivitetsudvikling og afindustrialisering

Abstract

Produktivitetskommissionen fik bl.a. til opgave at belyse sammenhængen mellem erhvervslivets produktivitet, omkostninger og konkurrenceevne. Til det formål opstilles her en makromodel for en lille åben økonomi, der opdeles i udlandskonkurrerende erhverv og hjemmemarkedserhverv. Lønningerne antages at tilpasse sig trægt til det niveau, der sikrer en normal beskæftigelsesgrad. Modellen reproducerer de stiliserede fakta, at industriens andel af den samlede beskæftigelse er faldende på langt sigt, og at den relative pris på service er stigende. Modellen indebærer, at en stigning i produktiviteten i den ene af økonomiens sektorer permanent vil gavne aktiviteten i den anden sektor. En højere produktivitetsvækst i servicesektoren vil således kunne bremse afvandringen af arbejdskraft fra industrien.
