From awareness to behavioural change - challenges in HIV/AIDS control in Southern Africa/Namibia

Abstract

This article gives an overview of the HIV/AIDS epidemiological situation world-wide, but with emphasis on Southern Africa and a special focus on Namibia. The manifold impact of the epidemic on societies and economies is discussed, as well as treatment options that are currently available to Sub-Saharan Africa. In the absence of a vaccine or AIDS-specific medications, AIDS work in Southern Africa has to concentrate on basic medical care and prevention. Preventive strategies based on lessons learned, as well as future challenges are shown against the background of the Namibian experience. Based on the author's own, long years of working experience in Namibia's public health sector, the article concludes with recommendations for improvement and strengthening of current efforts. The more detailed challenges in fighting the epidemic in Namibia include lack of commitment within government ranks and politicisation of HIV/AIDS issues; inconsistent approaches in HIV/AIDS awareness activities; and resource constraints. The major recommendations to improve the situation are: involvement of traditional leaders in HIV/AIDS awareness and prevention activities; pro-active enforcement of voluntary counselling and testing (VCT); and intensification of effective prevention initiatives within the National Strategic Plan on HIV/AIDS.
