Ein Neuanfang in Guinea-Bissau?

Abstract

This article attempts to analyse the outlook for a new beginning in Guinea-Bissau after the disaster of the war of 1998/99. The military and the political and bureaucratic elite are decisive for the shaping of the dynamics of events and perspectives. They seem determined on institutionalizing their influence. The effects of the war and the necessity of reconstruction are likely to further intensify the existing preponderance of Bissau vis-à-vis the interior of the country. The social structures and the prevailing practices of politics in the country seem to point in the direction of continuity and even reinforcement of the selfprivileging of the urban elites. This signifies the danger of further impoverishment of the rual population.
