Abstract

В настоящее время формируется несколько стратегий, затрагивающих научно-технологическую сферу. Переходя от стратегий к практике и рассматривая те вопросы, которые активно обсуждаются в научно-технологической сфере, можно обнаружить существенный разрыв между тем, что находится в центре внимания научных организаций, вузов, компаний, научного сообщества, а также отвечающих за сферу исследований и разработок ведомств, и приоритетами, обозначенными в стратегиях. Стратегии оказываются оторванными от актуальных злободневных проблем. Это не означает, что стратегии не нужны. Наоборот, при несистемном решении текущих вопросов упорядочивание ситуации, выбор главных инструментов и подходов приобретают особую важность. Но именно инструменты пока проработаны в стратегиях слабее всего. Кроме того, стратегии должны учитывать реальное положение вещей, не игнорируя, казалось бы, «мелкие», но замедляющие развитие проблемы.
