Консенсус-Прогноз Состояния Консолидированных Бюджетов Регионов России На 2022 Год

Abstract

Бюджеты российских регионов в последние годы испытали немало серьезных изменений. Итоги 2021 г. в целом были позитивными, однако в 2022 г. ситуация кардинально изменилась. В настоящих условиях положение с региональными бюджетами становится неопределенным из-за отсутствия понимания о продолжительности и масштабах санкционного давления на российскую экономику. Для диагностики изменений и формирования видения возможных изменений бюджетной ситуации был сформирован консенсус-прогноз на основе опроса профильных экспертов. Прогноз показал ожидаемое значительное сокращение доходов региональных бюджетов при медленном росте их расходов. Реальные же изменения во многом будут зависеть от уровня инфляции по итогам года. Статья подготовлена в рамках выполнения научно-исследовательской работы государственного задания РАНХиГС при Президенте Российской Федерации.
