Возможные Эффекты Санкций Для Составляющих Цены На Электроэнергию В России

Abstract

Санкции, введенные весной 2022 г. против России, могут оказывать влияние на рост цен на электроэнергию – как для промышленных потребителей, так и для населения – по нескольким каналам: через повышение цен на газ, уголь и дизельное топливо; через рост цен на оборудование и технологии; через ускорение инфляции. В текущих условиях целесообразным представляется ограничить рост цен посредством сокращения или полного исключения из оптовой цены на электроэнергию надбавок, связанных с межрегиональным и межотраслевым субсидированием. Работа выполнена в рамках гранта «Территориальное и отраслевое лидерство» федеральной программы «Приоритет 2030» полученного РАНХиГС в 2021 г. (тема «Подготовка экспертно-аналитических материалов, содержащих предложения по разработке подходов к трансформации механизмов прямого и косвенного субсидирования в ТЭК России в контексте глобального энергоперехода»).
