Российская Экономика В Сентябре: Предварительные Данные И Основные Тенденции

Abstract

Прошедший 8 сентября «единый день голосования» – выборы в региональные органы власти в ряде субъектов Федерации – вновь продемонстрировал противоречивость сложившейся в России политической ситуации. В политически активных регионах Кремлю все труднее удерживать электоральное преимущество: независимые и оппозиционные кандидаты победили на выборах в Екатеринбурге и Петрозаводске, а один из лидеров оппозиции Алексей Навальный (несмотря на неблагоприятные условия кампании) набрал в Москве 27,2%, в то время как обладавший огромным информационным и организационным преимуществом кандидат Кремля Sergey Собянин показал результат гораздо хуже ожидавшегося. В политически неактивных и малоактивных регионах снижение поддержки «партии власти» проявляется в нарастающей индифферентности избирателей, отразившейся в существенном снижении явки. Макроэкономический фон сентября определяли благоприятные для России (хотя, видимо, и временные) тенденции на мировых рынках, с одной стороны, и признаки ухудшения экономической динамики внутри страны, – с другой. Российская экономика по-прежнему находится в стагнации, несмотря на то что ситуация в июле–августе перестала ухудшаться по сравнению с предшествующими месяцами. Оценивая некоторое улучшение показателей российской экономики в начале осени, следует иметь в виду, что осенью 2012 г. экономика уже вошла в фазу резкого замедления
