Abstract

В январе–августе 2013 г. для мирового нефтяного рынка было характерно сохранение высоких цен на нефть. Годовой объем добычи нефти в России в 2013 г. превысит 520 млн т, что является самым высоким показателем за период с 1990 г. В то же время, как свидетельствуют статистические данные, российская нефтедобывающая промышленность близка к пределу своих производственных возможностей. Для компенсации падения добычи нефти на эксплуатируемых месторождениях необходимо освоение как новых месторождений в регионах с неразвитой или отсутствующей инфраструктурой, включая месторождения на континентальном шельфе, так и не вовлеченных в разработку запасов худшего качества в освоенных регионах. В связи с этим большое значение имеет принятие Федерального закона № 213-ФЗ, который содержит ряд серьезных налоговых мер по стимулированию разработки трудноизвлекаемых запасов нефти. Предполагается также принятие законопроекта, устанавливающего специальный льготный налоговый режим при разработке морских месторождений. Это позволит вовлечь в эксплуатацию значительные неразрабатываемые в настоящее время запасы, что будет способствовать поддержанию уровня добычи нефти в стране.
