Abstract

В декабре российские власти столкнулись с острым валютным кризисом, для преодоления которо- го была повышена учетная ставка до 17%, ряд государственных компаний, в том числе «Газпром» и «Роснефть», были обязаны вернуть валютные резервы на уровень октября, то есть продать часть валюты. Однако непростая ситуация сохраняется в связи с низкими ценами на нефть, предстоящими крупными выплатами российскими компаниями внешнего долга и общей мировой напряженностью. В. Путин в своем послании обещал налоговую амнистию физическим лицам (впрочем, пока не решен значительно более важный вопрос по юридическим лицам) и отказ от проверок на 3 года в отношении малого бизнеса, не имевшего серьезных нареканий предыдущие 3 года, а также выразил уверенность в невиновности В. Евтушенкова, после чего тот был освобожден. Эти неплохие для бизнеса новости, однако, оказались смазаны непонятным административным запретом на экспорт зерна, при том что Россия собрала крупный урожай и его дефицита не наблюдается.
