Abstract

Все 2000-е годы вслед за снижением численности и прироста трудоспособного населения России1 и ростом внешней трудовой миграции из стран СНГ в России дебатировался вопрос о возможности активизации и эффективного использования внутренних резервов труда. В качестве таких мер называлась необходимость усиления внутрироссийской «постоянной» миграции из трудоизбыточных в трудонедостаточные регионы, а также более активное привлечение внутренних временных трудовых мигрантов в отдельные точки/зоны роста экономики.
