Abstract

В феврале резко обострились российско-украинские отношения после произошедшего на Украине кровавого гражданского конфликта, в результате которого президент В. Янукович бежал из страны в Россию, а власти Крыма объявили о непризнании новых властей Украины. При обоснованности ряда вопросов по положению русскоязычного населения Украины и местного самоуправления в Крыму, российские власти пока делают упор на поддержку Януковича как легитимного президента, хотя де-факто никаких шансов вернуться он не имеет. Принят в окончательном виде новый закон о выборах в Государственную Думу – теперь партии, не имеющие фракции хотя бы в одном субъекте Федерации, должны будут собирать 200 тысяч подписей за регистрацию партийных списков и 3% подписей избирателей за регистрацию кандидата-одномандатника (равно как и самовыдвиженцы). Внесен аналогичный закон, касающийся и региональных, и муниципальных выборов. Вместе с тем результаты этого закона для «Единой России» могут оказаться обратными ожидаемым – сокращение числа участников выборов означает сокращение перераспределения мест от партий, не прошедших барьер.
