Abstract

В декабре российские власти пошли на значимые уступки российскому и мировому общественному мнению – был помилован самый известный российский политзаключенный М. Ходорковский, а под мас¬штабную – порядка 20 тыс. человек – амнистию в связи с 20-летием российской Конституции попа¬ла также часть узников дела о столкновениях на Болотной площади в мае 2012 г. В президентском послании 2013 г. практически не прозвучало политических идей (хотя настораживает предложение уточнить полномочия организаций местного самоуправления – пока что все уточнения заканчива¬лись их сокращением), но зато довольно революционные экономические – лишить зарегистрирован¬ные в офшорах компании доступа к государственным закупкам и государственным гарантиям, одно¬временно устроив каникулы для «нового малого бизнеса» и производственных зон в Сибири. Российские власти объявили о масштабных – фактически на 20 млрд долл. дотациях Украине после объявления о приостановлении ее ассоциации с ЕС, что сложно расценить иначе кроме как обмен денег на полити¬ческие декларации..
