Transport in Russia During Reforms: The Far Eastern Viewpoint

Abstract

The article studies the process of changes in transportation in Russia in 1990–2016 that created the framework of transportation in the Far East. Pre-reform conditions and main directions of changes by different types of transportation are presented. The article analyzes the specifics of transformation of transport in the Far East as a whole and by different types of transport. It is shown that the specifics of changes were determined by the influence of main factors on scale and structure of freight traffic in the Far East: economic situation in the markets of North-East Asia; large companies’ interests in controlling regional transport nodes while creating export chains; tasks of providing transport availability of natural resources’ deposits; changes in the economic situation in the region. It is shown that in the beginning of radical reforms the transport of the Far East had seen decrease in the demand for transport services as a result of general decrease of production and the loss of economic ties with the former Soviet Republics; the loss of centralized supplies of material resources; the dissolution of a system of preferential tariffs on deliveries between central and eastern regions of the country and others. The articles also notes the differences in speed of adaptation of separate types of transport in the Far East during 1990–2016 reforms
