Valutazione integrata territoriale per il governo del territorio

Abstract

Il paper discute la dimensione strategica della valutazione applicata agli strumenti della programmazione territoriale, con l?obiettivo di fornire qualche elemento di riflessione sulle condizioni di sfondo che possono favorire l?integrazione della valutazione nel governo del territorio. ? questa la logica che ha guidato la progettazione della metodologia di Valutazione Integrata Territoriale (VIT), risultato dell?attivit? di ricerca coordinata per la Direzione Commercio della Regione Piemonte. Il modello di VIT assume un?idea generale di valutazione strategica mostrando quali condizioni possono favorire l?integrazione dell?azione valutativa nel processo di governo del territorio. La VIT non si configura come una nuova procedura per legge obbligatoria, ma si pone come strumento tecnico istituzionale inserito nei processi decisionali della programmazione territoriale, rappresentando il tentativo di superare il prevalente approccio di conformit? della valutazione strategica nel governo del territorio.
