La valutazione dei programmi di riqualificazione urbana proposti dai soggetti privati

Abstract

Nei programmi urbani complessi il ricorso a procedure negoziali, suggerito da varie disposizioni di legge, enfatizza il ruolo della valutazione, sia sotto il profilo dei vantaggi collettivi, che sotto quello della fattibilit? finanziaria. Malgrado ci?, nelle pratiche correnti proprio quella della valutazione resta una zona molto buia all?interno del processo decisionale pubblico. Lo scopo del saggio ? pertanto duplice: il primo ? di approfondire il ruolo che pu? essere esercitato dalla valutazione nel processo negoziale, l?altro ? di offrire un contributo metodologico utile per svolgere tale ruolo in modo appropriato. Il modello valutativo presentato ha la peculiarit? di impiegare, in modo interattivo nell?ambito del processo negoziale, due diverse metodologie: l?analisi finanziaria e quella multicriteriale. La sua praticabilit? ? testata in un concreto caso applicativo: la sperimentazione, oltre a precisare i contenuti tecnici del modello, ne verifica positivamente le ampie possibilit? applicative.
