Transizione Green e Partenariati Pubblico-privato. Il caso della Aou Senese

Abstract

La riqualificazione energetica e la riduzione dei consumi nella Pubblica Amministrazione sono obiettivi centrali nelle odierne agende politiche. Nonostante questa centralit?, emergono difficolt? nell?implementazione di tale agenda, data la complessit? degli interventi di transizione. Il Partenariato Pubblico-Privato pu? avere un ruolo chiave nell?affrontare questa complessit?, in quanto modello di collaborazione a lungo termine tra settore pubblico e privato che coniuga gli interessi del primo e le risorse e competenze del secondo. Il contributo si basa su evidenze derivanti dall?Azienda ospedaliero-universitaria Senese (Aou Senese), che ha recentemente avviato un partenariato di 16 anni con l?obiettivo di ottimizzare le prestazioni energetiche e ridurre l?impronta ambientale della struttura. L?iniziativa rientra in una progettualit? pi? ampia volta al miglioramento della sostenibilit? aziendale. Tra i primi obiettivi raggiunti vi ? la certificazione ISO 50001:2018, standard internazionale che stabilisce i requisiti per un Sistema di Gestione dell?Energia. Elementi distintivi dell?iniziativa sono l?istituzione di una cabina di regia pubblico-privato per il governo e il monitoraggio continuo dei cronoprogrammi previsti e la definizione degli indirizzi di sviluppo dell?operazione, oltre alla diffusione di un approccio partecipativo nell?intera Azienda sui temi dell?efficientamento energetico e della sostenibilit?.
