La rendicontazione e la remunerazione dei farmaci. Finalit?, struttura e gestione del File F in nove Regioni italiane

Abstract

Per rispondere alle esigenze di sistematizzazione e mappatura dei sistemi di rendicontazione e remunerazione dei farmaci in Italia, il presente articolo ha l?obiettivo di approfondire il ruolo del File F. Il File F ? uno dei Flussi informativi individuati originariamente per la compensazione della mobilit? sanitaria interregionale ed ? stato adattato e rivisitato in modi differenti dalle Regioni e, nel tempo, ? diventato in linea di principio uno strumento di monitoraggio dell?utilizzo dei farmaci, di controllo della spesa farmaceutica, di finanziamento ad hoc per alcune categorie di farmaci. Attraverso l?analisi di nove contesti regionali ? emerso un quadro caratterizzato da forte variabilit?, in funzione della quale gli autori hanno derivato alcune indicazioni di policy con riferimento ai rapporti Stato-Regioni, all?azione di governo regionale e all?impatto di tale File sulle condizioni di equilibrio economico- finanziario delle aziende sanitarie.
