Inidoneit? e idoneit? parziali alla mansione specifica del personale SSN: rilevanza e gestione organizzativa del fenomeno

Abstract

Il tema delle inidoneita e delle idoneita parziali alla mansione dei dipendenti del SSN e estremamente rilevante per la politica sanitaria. Si riscontrano infatti crescenti difficolta nella gestione degli organici aziendali a causa dell?invecchiamento del personale SSN, delle misure di contenimento della spesa pubblica e della limitata fungibilita delle mansioni lavorative. L?articolo, a seguito di un inquadramento del contesto in cui tale fenomeno si articola, analizza i riferimenti normativi vigenti e successivamente descrive le criticita esistenti in relazione al tema della sorveglianza sanitaria. Emergono in particolar modo le difficolta di quantificazione del fenomeno, il ruolo e la professionalita del medico competente e degli altri attori istituzionali, nonche la necessita di rafforzare le evidenze di efficacia e di costoutilita della sorveglianza sanitaria.
